The Australian Government has an initiative to assist those that live, work or travel in areas without terrestrial mobile coverage.  This scheme is only available for people in Australia and for use in Australia.

This fantastic government program (yes I actually said fantastic and government in the same sentence) offers a subsidy on the purchase of a satellite handset of between 50 and 85%.
